Recently, the official video account has launched new rules for the delivery of video account prize draws: in interactive function scenarios such as prize draws and lucky bags, video account showcase merchants/experts should complete the delivery of prizes within 48 hours after the winners redeem the prizes. This rule will officially take effect on January 23, 2024.

This new regulation will greatly help protect the user experience on video accounts, and will also have a restraining effect on merchants.

01 What does the new regulation say?

In any interactive function scenarios such as raffles and lucky bags, the delivery obligations mentioned in the rules must be fulfilled. Applicable objects include video account showcase merchants and video account showcase experts who are allowed to enter the video account showcase.

In terms of delivery time, the official video account has given regulations:

1) Delivery time: The delivery time for lottery prizes is 48 hours, that is, the video account showcase merchant/influencer should complete the delivery of the prize within 48 hours after the winner redeems the prize.

2) Collection time: The collection time for the lucky draw prizes is 24 hours after the delivery time, that is, the merchants/experts in the video account showcase should ensure that there is a collection record on the official website of the corresponding courier company within 24 hours after the completion of delivery;

After the lucky draw is over, the video account showcase merchants/experts shall not unilaterally refuse to fulfill their obligation to deliver the prizes for any reason. For the lucky draw that has ended, if the video account showcase merchants/experts delete, change, copy, etc. on their own, it will not affect their obligation to deliver the prizes and cannot be used as a reason to exempt from relevant violation handling.

In addition, the government has defined five types of violations by merchants:

1) Refusing to fulfill the contract

2) The goods are not the same as the ones shown

3) Quality issues

4) Damaged product

5) Missing or missing parts

02 What will the platform do after the violation?

If a video account showcase merchant/expert violates the rules, the platform will handle the violation. Merchants who seriously violate the rules will also be permanently restricted from participating in the physical lottery. The specific restriction standards are as follows:

1) First violation: warning;

2) Two violations: Restriction on using the physical lottery function for 7 natural days;

3) Three or more violations: Restriction on using the physical lottery function for 30 natural days;

4) If the video account showcase merchants/influencers violate the rules seriously, such as refusing to rectify multiple violations, committing multiple violations at the same time, maliciously evading platform control, or causing adverse effects on the platform due to violations, the platform has the right to impose heavier penalties, such as permanently restricting the physical lottery function, temporarily or permanently banning the account, and other severe or aggravated punishment measures.

Regarding the content of compensation, the official also gave compensation guidelines:

At the same time, Tencent will deal with the video account showcase merchants/influencers who fail to fulfill their contracts in accordance with the regulations, but this does not exempt the video account showcase merchants and video account showcase influencers from their delivery obligations. The video account showcase merchants and video account showcase influencers should continue to fulfill their delivery obligations for the relevant lottery orders.

If a merchant receives a violation notice due to an accident or other reasons that prevents them from delivering goods as required, they can also file a complaint against the violation. The specific steps are as follows:

It should be emphasized that the behaviors of video account showcase merchants and video account showcase experts that occurred before the effective date of these rules or the effective date of the revision shall be subject to the rules in force at that time. If the behaviors occurred after the effective date of these rules or the effective date of the revision, these rules shall apply.
