1. Background

Japan's Consumer Product Safety Law (PSC) is designed to prevent consumer products from causing harm to the life or body of consumers. The law regulates the manufacture and sale of specific products, encourages proper maintenance of specific repair products, and actively collects product accident information to protect the rights and interests of consumers in all aspects. Through a series of measures, including providing information and protecting personal information, it is committed to ensuring that the rights and interests of consumers are fully protected.

II. Policy

Merchants need to understand and comply with the regulations of Japan's Consumer Product Safety Law (PSC) on relevant products to ensure the compliance of their products in the Japanese market and protect the safety of human health and the environment.

TEMU reserves the right to take a series of measures against non-compliant products, including but not limited to actively responding to the requirements of regulatory authorities, issuing risk warnings to buyers, removing products from shelves, notifying buyers or other relevant parties to destroy/return products, etc.

III. Compliance Guide

Japan's Consumer Product Safety Law (PSC) stipulates the testing standards and requirements for various consumer products. According to the definition of Article 2, Paragraph 1 of the Consumer Law, consumer products refer to products that are mainly used by ordinary consumers in their daily lives (excluding products listed in the attached table, for specific reference links:

In other words, all products that are normally sold to general consumers in the market and used by general consumers in their daily lives (excluding products listed in the appendix) are subject to the regulation of the Consumer Safety Act.

Those who engage in the business of "manufacturing", "importing" or "selling" designated products must submit notifications or comply with the technical standards specified by the competent minister (Minister of Economy, Trade and Industry) for each product. Once designated products have fulfilled obligations such as declaration and compliance with the technical standards specified by the competent minister (Minister of Economy, Trade and Industry) for each product, the "PSC Mark" can be affixed to them. Designated products "shall not be sold or displayed for the purpose of sale" without the "PSC Mark" affixed. The mark can only be affixed when the notification obligations are fulfilled and the technical standards specified by the competent minister (Minister of Economy, Trade and Industry) for each product are met.

The specific process is as follows:

- Notification procedures: Notification of production or import business (Article 6 of the Law), Notification of changes in business notification (Article 8 of the Law), Notification of cessation of production or import business (Article 9 of the Law), Notification of marking of registered trademarks (Ministerial Decree), detailed information on the procedures can be found at:

Prepare notification documents: Prepare "notification documents" (the notification document template can be found at:

- Damages: Business operators shall purchase liability insurance with a maximum limit of 10 million yen or more per victim and 30 million yen or more per year.

- Submission of notification documents: The application materials must be submitted to the Ministry of Economy, Trade and Industry or the competent Bureau of Economy, Trade and Industry. If the application contents are changed after submission, the change notification must be submitted immediately.

-Inspection by a registered inspection agency: For specially designated products, they must undergo qualified inspection by a registered inspection agency and retain the technical standard department order certificate issued by the registered inspection agency.

- Voluntary inspection: Voluntary inspection is to ensure compliance with national technical standards.

- Preparation and preservation of inspection records: Inspection records must be prepared and preserved, and the law stipulates the record items and preservation period.

- Use of PSC mark: If the above obligations are fulfilled, designated products can be affixed with the PSC mark. Among consumer products, products that are considered to pose a specific risk to the life or body of general consumers based on their structure, materials, conditions of use, etc. are designated as "specific products" by government decree (Article 2, paragraph 2 of the Law). There are currently 12 specific consumer products, divided into the following two categories:

Category I: Specially designated products (Class A) (4 items), which must comply with the diamond testing standards in the PSC regulations. Examples of specific products are as follows:

-Baby bed

-Portable laser application equipment

-Hot water circulation pump for bath

-Lighters and ignition guns

Category II: Designated products other than specially designated products (Category B) (8 items) must comply with the circular detection standards in the PSC regulations. Examples of specific products are as follows:

-Household autoclaves and pressure cookers

- Helmets (for two-wheeled vehicles and electric bicycles)

-Climbing rope

-Oil water heater

-Oil bath

-Oil heater/Oil furnace

-Magnetic entertainment products

-Water-absorbent synthetic resin toys
