Background of the Rules According to the Anti-Unfair Competition Law, the Measures for the Supervision and Administration of Online Transactions and other relevant laws and regulations, in order to regulate online trading activities, maintain the order of online trading, safeguard the legitimate rights and interests of all parties involved in online trading, and promote the sustainable and healthy development of the digital economy, operators shall follow the principles of voluntariness, equality, fairness, and integrity in their production and operation activities, abide by laws and business ethics, and shall not mislead consumers through fictitious transactions, false propaganda, fictitious traffic data and interactive data; Alibaba International Station has the obligation to strengthen industry self-discipline, guide and regulate members to compete in accordance with the law, and maintain market competition order. Promote the improvement of a diversified, effective, coordinated, standardized and orderly online trading market governance system. These rules are formulated in accordance with Article 38 [Fraudulent Behavior] of the General Rules of Alibaba International Station. 2. What is "Store Data Cheating"? Store data cheating refers to the cheating behavior of merchants who fabricate traffic data such as clicks and attention, as well as interactive transaction data such as inquiries, orders, and reviews in any improper way, in order to affect the platform's traffic distribution or seek platform incentives, and cause consumers to be unable to correctly understand the true situation of goods and services, thereby disrupting the market order. 3. Types of store data fraud 1. False interactive transactions: It refers to cheating behavior in which members manipulate their own or other accounts, use third-party hype groups, or use improper means such as agreements with others to increase interactive indicators such as product clicks, product inquiries, product orders, and product reviews in order to obtain higher exposure and recommended traffic. 2. Fake popularity: It refers to the cheating behavior of creators who use improper means to obtain false popularity information such as the number of online users and the number of followers, increase the popularity of the live broadcast room, improve the heat/ranking of the live broadcast room, and mislead consumers to obtain higher exposure and recommended traffic. 3. Other traffic fraud behaviors: Other abnormal trading/marketing means to obtain false transactions, traffic, platform incentives and other improper benefits. IV. Penalty measures and procedures 1. If Alibaba International Station determines that a member has engaged in store data cheating, Alibaba International Station will take measures such as removing false data, removing or deleting false products, restricting store rights and interests, restricting participation in marketing activities, issuing store warnings and deducting points, and closing accounts based on these rules and relevant rules of the International Station and the severity of the member's violation. 2. Penalty Process (1) The International Station will identify and determine data cheating behaviors and member accounts involved in data cheating behaviors through active spot checks, acceptance of complaints, and reports; (2) The buyer platform involved in cheating will be punished by restricting account functions, closing accounts, etc. (3) For merchants or products that seriously cheat on data, the platform will notify customers of the specific information and punishment results by email or other means, and temporarily cancel the corresponding rights and interests of the customers; V. Others 1. The International Station has the right to promptly revise these rules and make them public based on adjustments to laws and regulations, changes in the business environment, and other factors. The revised rules will take effect after the expiration of the publicity period. 2. These rules are part of the rules published by the International Station. If the content of these rules is inconsistent with the relevant content of other rules published by the International Station, these rules shall prevail. For matters not covered by these rules, other relevant rules published by the International Station shall prevail. |
