eBay Overseas Warehouse Policy Update

In order to continue to help sellers expand their overseas warehouse business and encourage more sellers to participate in the use of eBay Fulfillment and eBay data docking overseas warehouse services, eBay has further simplified the eBay overseas warehouse service standard policy and launched the eBay data docking warehouse exemption policy to the majority of overseas warehouse sellers.

For transactions that use overseas warehouses that have completed data connection with the eBay platform and where there is no delay in shipment due to the seller, the platform will exempt them from the assessment of overseas warehouse service standards. Transactions that use eBay Fulfillment services will be exempted from the assessment of overseas warehouse service standards.

Transactions on the eBay platform that meet the exemption criteria will no longer be restricted by the service standards such as tracking numbers and promised delivery times stipulated in the original overseas warehouse policy. This will provide sellers with more space and flexibility in choosing business operation strategies.

The updated policy implementation details are as follows:

For transactions that meet the following conditions at the same time, eBay will automatically exempt overseas warehouse service standards from assessment:

§ The shipping warehouse of the transaction product is the eBay data docking warehouse (see Table 1), and there is no shortage of goods. That is, the inventory of the product >= the transaction volume

§ The seller shall issue the goods shipment instruction to the warehousing service provider within 24 hours after the buyer pays (based on the time of the overseas warehouse location, and the corresponding extension shall be made on non-working days).

§ There is no downgrade in the final logistics service for this transaction. This includes but is not limited to the case where the buyer chooses the standard logistics option when purchasing, and the seller places an order with the warehouse to use the economical logistics service. Service downgrade caused by warehouse operation errors or other reasons not attributable to the seller will not affect the seller's qualification for exemption from assessment.

Additional protection policy for large and heavy goods

For transactions where the goods meet the heavy goods standard through warehouse feedback data (weight, size, etc.) or any other effective means, if the above conditions are met, the exemption from assessment will also apply (including exemption from assessment of the INR% item of the dispute rate of goods not received). If the above conditions cannot be fully met, the original heavy goods protection policy will still apply. At this time, the only assessment item for such transactions is the INR% item of the dispute rate of goods not received.

For other overseas warehouse transactions that use non-eBay data docking warehouses for shipment, or use data docking warehouses but fail to meet the above conditions, they will still be strictly assessed in accordance with the original overseas warehouse service standards, and corresponding penalties will be implemented.

eBay hereby emphasizes that the platform will continue to pay attention to platform transactions that meet the conditions for exemption from assessment, and reserves the right to take further action against extremely rare accounts that commit serious violations of laws and regulations.

The eBay platform will periodically combine operational data to disable certain last-mile services in some markets that have serious logistics timeliness and stability issues. Sellers are requested to pay close attention to relevant announcements.

This policy update will take effect during the assessment week of November 28th to December 4th.

eBay would like to remind sellers that although some overseas warehouse transactions have been exempted from the overseas warehouse service standard assessment, sellers still need to pay close attention to the performance of service indicators such as the account item non-receipt rate that affect the buyer's shopping experience. This is to prevent the account from affecting the search ranking due to a high rate of bad purchase experience, thereby affecting the seller's business.
